The footage broadcast by Al Jazeera on Wednesday evening was filmed from a distance, and shows the unknown woman and children from behind.
The men, presumed to be Hamas fighters, were seen leaving after leaving them in an open area near the fence, which could be the border between Israel and Gaza.
It is unclear when the video was filmed. The Israeli authorities have not yet commented on the video.
The Al-Qassam Brigades, the military wing of Hamas, said in a statement that the woman is an Israeli citizen.
The statement said, according to an Agence France-Presse report, “An Israeli settler and her two children were released after they were detained during the clashes.”
Al Jazeera’s Hoda Abdel Hamid, reporting from West Jerusalem, said Israeli media was treating the video with “a pinch of salt.”
