On Wednesday, January 31, the US think tank Institute for the Study of War (ISW) reported that an expected Russian offensive on the border of Kharkiv and Luhansk regions in eastern Ukraine is underway and that the Russians will achieve some tactical gains. This may not translate into operationally significant improvements.

ISW also reported that Russian troops have made a tactical advance southeast of Kupiansk along the P07 (Kupiansk-Swatowe) road near Krokhmalny, and Russian forces are making intensive attacks west and northwest of Krokhmalny towards the Oskol River.
