Such an action could take the form of a counterfeit attack, “detection” of assets or ammunition, or fabricated evidence of alleged Ukrainian plans to use such weapons. A false flag attack will certainly make it difficult to retaliate with detailed misinformation.
Intelligence sources say Russia plans to use the false flag to justify its initial invasion of Ukraine on February 24.
